Joomla is an open source content management system. It is free and comes with a lot of features that are needed to run a portal. Traditionally you would require a dedicated webmaster who is armed with design tools like Dreamweaver or FrontPage to work on a website. But if you use Joomla, a template is created by the developer. The administrator of that portal can designate certain parts of the website to an end user who can contribute content to that part alone. It is possible to give rights to a user to publish the content directly or get an approval from the administrator before the content is revealed published. Tools to change the look and feel of the website are available and the changes to the design can be made easily without change in the content. With Joomla the users need not know HTML and they need not know how to use tools like FrontPage and Dreamweaver.
